Interview: Sergei Guriev on Putin’s Russia

In May, AEI published an edited volume titled “Putin’s Russia: How it rose, how it is maintained, and how it might end” edited by Director of Russian Studies Leon Aron. The nine leading Russian scholars who contributed a chapter to the volume, joined Dr. Aron at the release event for “Putin’s Russia” on May 14.

Among the contributing authors was Sergei Guriev, a leading Russian economist, former top advisor to the Russian government, and the founder, former dean and ex-professor at the best Russian university, the New Economic School in Moscow. In 2013, Russian authorities named Dr. Guriev as a witness in a case against Mikhail Khodorkovsky, a Russian oil tycoon who was jailed for nearly a decade on politically motivated charges.

After repeated interrogations and searches of his office, Guriev realized that if he stayed in Russia he would most likely face prosecution himself. He left Russia for self-exile in France and is now a professor at the Institut d’études politiques (“Sciences Po”) in Paris.

Dr. Guriev’s first-hand experience in macroeconomic research, political economy, Russian politics and his academic training have given him a uniquely nuanced, insider’s perspective on Putin’s Russia. In the above interview, Dr. Guriev discusses a range of issues including the state of and prospects for the Russian economy, the tactics of modern autocrats, and why he has no plans to return to Russia.
