Experts Available: Indexing the ACA

The successful passage of the Affordable Care Act through Congress was made possible in part by the claim that it would reduce federal budget deficits.

A new report by former CBO official Joe Antos and former senior health policy analyst at the US Senate Budget Committee Jim Capretta demonstrates how that claim is not as robust as once believed. It relies on four “indexing” provisions, each of which will have an impact on consumers who will face higher insurance costs, less access to necessary services and higher taxes.
