State legislative elections are important battlegrounds because they often provide the major candidates of the future. On January 26, 2009, Democrats controlled 27 state legislatures, Republicans 14, and 8 were split between the two parties. As of February 4, 2015, Democrats controlled 11 state legislatures, Republicans 30, and 8 were split (though only 1 of the 8 was also split in January 2009). Nine state legislatures changed from Democratic control to Republican, 7 changed from Democratic to split, and 7 changed from split to Republican. No state legislatures changed from Republican or split control to Democratic hands. Ten state legislatures stayed under Democratic control in every election from 2008 through 2014; 11 were Democratic in January 2009 and in February 2015 (Oregon’s legislature split in the 2010 election).
