Suit: blacks kept off Lincoln Parish spending committees

RUSTON -- A group of Lincoln Parish residents is suing the police jury, saying blacks have been kept off committees that decide how to spend public money.

The Ruston Daily Leader reports that The Association of Under-Represented Citizens of Lincoln filed the suit on July 21 in state court.

The suit accuses the jury of not letting representatives from three majority African-American districts sit on spending committees in 2013. The suit contends the problem resurfaced this year. It calls this an unlawful under-representation of blacks.

Parish Administrator Courtney Hall says the suit is without merit.

The jury has no written procedures outlining how committee membership is determined. Historically, the president assigns jurors to committees, but jurors typically are asked which committee they would like to serve on.
