In this Special Report, we look at public opinion on trade as Congress begins to debate several proposals. There is no indication from the polls at this point that the public is engaged on the fine points of the legislation, though it is producing significant intraparty divisions in Congress. In early May, President Obama sparred with frequent ally Senator Elizabeth Warren about the economic impact of the free trade pact with Asian countries. The strong free trade advocates on the Wall Street Journal’s editorial page aired their disagreements with Republican Senator Jeff Sessions who is skeptical of trade authority. Although Americans aren’t paying close attention to the debate on Trade Promotion Authority or the Trans-Pacific Partnership (TPP), they have clear (and contradictory) views about trade generally. This Special Report examines their views on trade on the whole and also features polls on globalization, the North American Free Trade Agreement (NAFTA) and TPP, trade as a policy priority, and the politics of the issue.
