Louisiana Education Superintendent John White said he wants the momentum that has built up with the federal Every Student Succeeds Act law to continue instead of grinding to a halt.
“We are calling for no more delays in raising the bar for schools in Louisiana,” White told the American Press editorial board during a conference call on Monday. “We’re confident in this plan.”
Gov. John Bel Edwards released a letter on Friday, saying the plan proposed by White represented an “incomplete vision for Louisiana.” Edwards’ letter said he had many concerns with the current version of White’s plan, including the Title One funding distribution formula, the amount of standardized testing students are subjected to and the lack of input by education stakeholders, which is required by ESSA.
Over the last nine months, White said the education department “has conducted 136 meetings on this plan.”
“We welcome public comment, including the governor’s comments,” he said.
Dialogue on the matter will continue between White and the governor’s office in a series of meetings scheduled for today.
The state Board of Elementary and Secondary Education on Wednesday will vote on whether to submit the ESSA plan to the U.S. Department of Education. BESE will meet in the summer to consider finalizing rules related to the plan.
White said he’s “confident that BESE has fully studied this plan.” The timeline, he said, is for the plan to be implemented in 2018 in schools throughout the state.
“A vote to delay will have long-term effects on students,” he said.
The original education act was created in 1960, and it implemented Title I. It was reorganized in 2001 as the No Child Left Behind Act. The ESSA law governing the United States K-12 education policy was passed in 2015 but has not yet been implemented.
“We’re moving toward a competitive bar with our schools,” White said. “But politics have intervened, and the Legislature in particular has delayed these plans for ESSA. The time has come to stop the delays and move forward.”
