Funding needed to improve Welsh's water supply

WELSH — Officials plan to seek funding from the state Department of Health and Hospitals to help offset the cost of improving the town’s water supply.

The town council on Tuesday agreed to begin seeking $900,000 through a loan program with the DHH to replace the town’s groundwater tank with two wells.

The state has mandated that the town replace the aging storage tank, officials said.

“Several years ago we started the process of replacing the water well because the roof on it has deteriorated beyond a reasonable cost to repair,” said town engineer Bryon Racca.

“So the recommendation we have is to replace the existing tank with two new tanks, so that way in the future you have the ability to maintain your water system while making repairs to one or the other.”

Plans for the project call for building a new tank off to the side, decommissioning the old tank and building a second tank where the old one was, Racca said.

The town’s water capacity will increase with the two tanks, said Mayor Carolyn Louviere.

Under financing offered by DHH, the town could receive 20 percent of the project cost from a grant, with the remaining 80 percent in the form of a 20-year loan at 2.45 percent interest. The council adopted a resolution to begin the loan application.

As part of the application, DHH will require an official engineer report of the water system. Racca expects the report to be completed by the end of the year. In the meantime, engineers will work on plans and specifications for the project, he said.

If approved, the new tanks could be under construction by next summer, Racca said. The town’s water system serves about 1,520 customers.

In other matters, the town began the process to buy a garbage truck using $250,000 in certificates of indebtedness.

Municipalities that incur debt must get state approval before making a purchase. The council adopted a resolution to make application to the state bond commission.
